A basic description of duties undertaken by a Town Clerk

The Clerk’s overall responsibility is to carry out the policy and decisions of the council. 

The Clerk is an independent and objective qualified, professional and advises the council on whether decisions are lawful and within the parameters of guidelines.  In Tidworth the Town Clerk is also the RFO- Responsible Financial Officer – so is also responsible for maintaining the accounts, assisting with the audit procedures laid down by law, handling the various budgets, issuing invoices, writing cheques and dealing with daily banking.

Whilst providing administration support to the council there are a number of duties the Clerk must adhere to.  These include serve or issue all the notifications required by law and summon councillors to attend meetings three clear days beforehand specifying date, time, venue and business to be transacted.  These notices must be put in a conspicuous place welcoming the press and public.

The Clerk is also the pivotal point of access for members of the public with queries, considerations or issues that require Council consideration.  They act as the liaison agent between other bodies such as Wiltshire Council, other Town Councils and local action groups (such as TCAP – Tidworth Community Action Programme).  They will provide published reports and other documentation required by the council in their deliberations.

This work is undertaken in addition to normal day to day duties of administration, dealing with post, callers to the office, emails, visiting sites and other general office duties.  Tidworth Town Clerk also deals with bookings and hiring of the Community Centre.
